Division of labor ：Assists the Secretary of the CPC Municipal Committee in overseeing Party building work, and is responsible for political and legal affairs, agriculture and rural affairs, leading urban-rural integrated development and narrowing the “three major gaps” through the “Ten Thousand Villages and One Thousand Towns” project, education, and mass organizations work. Presides over the work of the Department of Social Work of the CPC Municipal Committee, the Political and Legal Affairs Commission of the CPC Municipal Committee, and the Working Committee of the CPC Municipal Committee for Education. Oversees the Office of the Commission for Comprehensive Law-based Governance of the City, the Secretariat of the Leading Group for Education Work of the CPC Municipal Committee, the Office of the Leading Group for Rural Work of the CPC Municipal Committee, the Municipal Letters and Calls Bureau, the Municipal Trade Union Federation, the Municipal Committee of the Communist Youth League, the Municipal Women’s Federation, the Municipal Association for Science and Technology, and the Municipal Council for the Promotion of International Trade. Liaises with the work of the People’s Court the, People’s Procuratorate, the Disabled Persons’ Federation, and the Red Cross Society.
