Function Introduction
The Foreign Affairs Office of the Quzhou Municipal People’s Government implements the guidelines, policies and decision-making arrangements of the CPC Central Committee, the CPC Provincial Committee and the CPC Municipal Party Committee on foreign affairs, and adheres to and strengthens the CPC’s centralized and unified leadership of foreign affairs in the course of fulfilling its duties. The main responsibilities are:
(1) Carrying out research and studies on the city’s economic and social development and foreign affairs work, researching, drafting and formulating relevant policies on foreign affairs work, organizing and supervising their implementation.
(2) Conducting centralized management of Quzhou municipal foreign affairs work.
(3) Managing, coordinating and receiving state guests, party guests and other important foreign guests visiting Quzhou or conduct official activities.
(4) Undertaking Quzhou’s business contacts with embassies and consulates of various countries in China and international organizations, and conduct centralized management of their activities in Quzhou. Coordinating the consular protection of Quzhou citizens and organizations abroad. Coordinating the handling of sudden foreign-related cases (incidents).
(5) Coordinating Quzhou’s activities with foreign friendly provinces, states and counties, friendly cities and other friendly organizations.
(6) Conducting centralized management of the review and approval of Quzhou’s foreign affairs, including overseas travel on official business, missions to Hong Kong and Macao, and invitations to foreign countries, Hong Kong and Macao personnel visiting Quzhou. It manages the work of issuing licenses and foreign visas (APEC business travel cards) for personnel going abroad on official business and to Hong Kong and Macao. Responsible for consular authentication.
(7) Conducting centralized management of foreign friendship work of Quzhou’s social organizations.
(8) Handling affairs of foreign journalists, Hong Kong and Macao journalists in Quzhou.
(9) Educating and training Quzhou’s foreign affairs cadres.
(10) Undertaking other tasks assigned by the CPC Quzhou municipal committee and Quzhou Municipal People’s Government.
